Ensign H. C. Richardson, USN, was designated Naval Aviator #13 in 1915. Graduated U.S. Naval Academy, Class of 1901. Placed on the retired list 1929. Recalled in 1934 and would serve for various periods until 1953.

Awarded Navy Cross as a member of the 1919 NC seaplane trans-Atlantic effort.

"Navy's first engineering test pilot, pioneer designer of flying boat hulls and catapults, co-designer of the NC boats and pilot on its transatlantic attempt. A man of many attainments who gave his gifted best to US Naval Aviation."

Navy Cross Citation:
The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Holden C. Richardson, United States Navy, for distinguished service in the line of his profession as a Member of the Crew of the Seaplane NC-3, which made a long overseas flight from New Foundland to the vicinity of the Azores, in May 1919. His actions were in keeping with the highest traditions of the United States Naval Service.
