Monroe spent his childhood in Batesville, Arkansas then moved to Atlanta, Georgia. After High School he moved with his parents to New Orleans, then later to St. Louis, MO. He worked with his father in a barrel factory for a while then found employment at Granite City Steel Company where he worked for 41 years. He moved to Cahokia, IL in 1956 where he live for the last 50 years of his life. He ran for Illinois State Representative and won in 1971 and was re-elected 11 more times. He served in this office for 24 years before his retirement.
His parents were Monroe J. & Rue H. Flinn who also lived in Cahokia during his time there. His father and two brothers Robert and Dale Flinn owned and operated Flinn's Market in Cahokia. He also had four sisters, Anna, Yvonne, Evelyn and Ellen Flinn.
He married Freda F. Tullock on December 1, 1940. They were married 65 years until his death in 2005. They had three children, Donald L., Carol N. and Deborah S. Flinn.
Monroe belonged to many benevolent organizations and was at his best as a public servant. He enjoyed his years in politics and made many lifelong friends.
