Melville was the son of John H. Phelps and Alsey Love.

Met his wife Elizabeth while stationed in Baton Rouge, Louisiana after the Civil War and married her on March 6, 1866 and later he was discharged on March 11, 1866 and he took his wife Elizabeth back to Laurel County, Kentucky.
