Oliver was of Menorcan descent. His ancestors settled in St Augustine just prior to the American Revolution, having immigrated from Menorca as part of Dr. Andrew Turnbull's colony.
In 1880, Oliver was employed by Capt James McKay to run the mechanical department for his newly formed newpaper, "The Gulf Coast Progress" By 1882 Oliver was owner of the newspaper. Also during this time he servered as a Tampa City Councilman for one term August 1880-August 1881.
On December 23, 1885, Oliver married M Frances Vanderipe in Manatee County and they had one known child, John Vanderipe Andreu, born on October 4, 1887
