Born in Omaha, NE, Baumer was a 1933 graduate of the US Military Academy. He taught at West Point and received a master's degree in political science from Columbia University. During WWII, he served in the US Army's War Plans Division and assisted in the planning of the D-Day invasion of Normandy in 1944. After the war, he was director of the Armed Forces Radio Network, and wrote extensively, completing 10 books and over 100 articles on public affairs, one book being 'Politics Is Your Business.' He remained in the Army reserves, finally retiring with the rank of Major-General in 1969. During the war, he co-authored a book with Colonel William O. Darby, founder of the US Army Rangers, entitled 'Darby's Rangers-We Led The Way.' Baumer died of heart failure at age 79.
