Backus moved to California with his family in 1852 and settled in Sacramento.
Samuel W. Backus enrolled at San Francisco, California, January 27 and was mustered-in as Private, Company L, 2nd Massachusetts Cavalry, at San Francisco, February 5, 1863. At enlistment he was described as age 21 years, that he was born at Pine Plains, New York, and that his occupation was a Clerk. He was promoted Second Lieutenant April 30, 1865.
Samuel W. Backus was discharged as a Private from Company L, 2nd Massachusetts Cavalry, per War Department Special Orders, No. 297, of June 12, 1865, at Clouds Mills, Virginia, to enable him to accept a commission of Second Lieutenant, Company F, 2nd California Cavalry, vice William W. Elliott , who was promoted. He joined his company at Fort Bidwell, California, August 16, 1865. Second Lieutenant Backus was mustered-out, with his Company, at Sacramento, California, June 27, 1866.
In 1875 he was appointed Assistant Adjutant General in the National Guard of California, a post he held until 1880. In 1877 he was elected to the California State Assembly serving until 1878. In 1880 he was appointed Adjutant General of California until 1882.

He was then appointed to serve as Postmaster of San Francisco until 1886 and again from 1890 until 1894.
