10th and 18th Denver Mayor. He also served as a county commissioner. Bates was known for eliminating Denver's debt, having gas street lights replaced with electric. He created a system for naming Denver's streets. Bates was credited with improving the police department by initiating a patrol system, and he sponsored the volunteer fire department, as well as a board of health. Bates is attributed with starting Denver's first regular trash pickups. In 1867 he founded the Denver Pacific Company which was believed to help bring a railroad to Denver. He served as President of the Colorado Pioneers Association. He also served two terms in Denver's city council. Bates was also the founder and president of Denver City Brew Company.
