Bill was the son of Annie Bell Smith and Homer C. Brown. He was raised by his maternal grandmother, Mozel Screws Smith Bush. He and his first wife, Mollie Hutchinson, had two sons, William F., Jr. and Tom. After Mollie's death, he married Nellie Jernigan Luke, a young widow with five children (Raymond, Ludell, Milton, Carolyn, and John Henry Luke). Then he and Nellie had one daughter, Mozell, together.
