James was born Oct. 10, 1936, in Long Beach, Calif., to Glenn and Lucille Rowley. He grew up in Arroyo Grande, Calif., and Napa Calif., where he graduated from high school and junior college.

In 1957, "Jim" received an appointment to the U.S. Navel Academy in Annapolis, Md. He graduated with the class of 1960, and commissioned an officer in the Navy. He served from 1960 until 1970.

In the 1960 Naval Academy Yearbook, Jim is remembered: "JAMES ELLIS ROWLEY Arroyo Grande, California: A genial person, seldom in a bad or brooding mood, 'Rowls' always had a good word for everybody. This 'Reserve Airdale' came to the rainy shores of the blue Severn from sunny California. Spending most of his afternoons in the fencing loft Jim served the team well as both manager and part time fencer. In his spare time he either was dragging or reading the latest novels. As far as academics were concerned, Bull was the only one to give Jim any headaches, which he overcame by some hard, conscientious studying and determination. Being an officer, gentleman and a Navy junior, Jim is sure to succeed in his chosen profession. 254 FIFTH."

After leaving the Navy, Jim worked as an engineer for Westinghouse Corporation and Wolverine Copper Tube Mill in Shawnee.

Jim was an active member of St. Joseph Catholic Church and the Boy Scouts of America. He was a Scoutmaster for Troop 219 and Troop 240.

Jim was preceded in death by his parents and four infant children James Jr., David, Mary and Michael.

Survivors include his wife Margaret of the home; daughter Tricia Vaughn and husband Jerry of Goldsby; son Timothy and wife Deb of Kent, Minn.; brothers Don, Dick and Gene; granddaughters Courtney Vaughn of Blanchard and Lacey Vaughn of Goldsby; stepdaughters Nancy Thiery and husband Kyle and Vikki Warner of the home and two step-grandchildren Kyley and Kaleb.
