Jeffrey retired from the Salem, Ohio Police Department on a disability, resulting from his affliction with multiple sclerosis. Both he and his brother had the same illness. Jeffrey joined the policed department in 1975 as an auxiliary officer. He worked as a substitute officer from 1984 to 1989, and after that as a part time patrolman. He was graduated from the Salem High School in 1978, and later from the Salem Law Enforcement Training Academy.
