4th Earl De La Warr. He was the son of Lieutenant-General John West, 2nd Earl De La Warr and Mary Wynyard. He married Catherine Lyell, daughter of Henry Lyell and Catherine Allestrec, on 2 April 1783. He was educated at Eton College, Eton, Berkshire, England. He succeeded to the title of 10th Baron Delaware in January 1783, title of 4th Earl De La Warr in January 1783, title of 4th Viscount Cantelupe in January 1783. He gained the rank of Lieutenant in the service of the 2nd Foot Guards.
