Lieutenant Harlan P. Perrill, USN, was from Lebanon, Indiana. He graduated from the United States Naval Academy in 1897, standing fifth in his class. His first duty assignment was on the battleship Texas, during the Spanish American War. He later he served on the collier Sterling, the converted cruiser St. Louis, as well as in the Pacific squadron. While serving aboard the USS Atlanta in 1903, he obtained achieved considerable notice when he refused to lower the American flag when ordered to do so by the Colombian General Ortiz.

In 1917, he was in command of the U.S. Navy gunship Yorktown, whose crew rescued the last survivors from Clipperton Island.

From June 1925 to May 1927, Perrill was commanding officer of the USS Arizona.
