Son of Clarence Henry Neff Sr & Bessie Mariner Neff; sibling - Clarence Henry Jr.; half-siblings - Capt. John Lawrence Neff & Ann Elizabeth Neff (Mrs. Dr. Jay Young). Married Catherine Frances Kelly; they were the parents of Kathleen Marie Neff (Mrs. Maurice Hamel) who was born 3 months, 3 weeks after Harold was killed in 1941.

1924, graduated LaFontaine High School, LaFontaine, Wabash Co, Indiana.

Enlisted in the US Navy on 6 January 1935 in San Francisco. He was aboard, and bailed out of, the ill-fated transport plane during a severe winter storm in Texas on January 3, 1941. The next day, the "mercy plane" returning those survivors crashed in the mountains west of San Diego killing all 11 aboard.
