Clement A. Sullivan was probably born in Kansas City, Jackson County, Missouri which is where his parents were living at the time. His father, Francis David Sullivan, was also born in Missouri. His grandfather, Joseph T. Sullivan, was born in Pennsylvania but was in Iowa by 1800 and Missouri by 1888. Joseph's father, Martin Sullivan, was born in Ireland. Clement's father and grandfather often gathered with other Irishmen in Kansas City to talk about the needs back home.

Clement served in World War II as a 1ST Lieutenant in the US Army Air Corps. He registered for the service from Jackson County, Missouri in 1942. His brother, Francis J. Sullivan, served in the Navy. Not much is know about his other brother, Maurice Sullivan.
