Charley was the third of four children of T. C. Howard and Mary E. Russell. His father left when he was a small child and his mother took her children to her native Georgia to live with her mother, Sukie Willis Russell. Of Cherokee descent through Sukie, Mary took her children to Indian Territory in 1883 and remarried to Alexander Robbs in 1888.
Charley married in 1901 to Nellie Gertrude Howard, whose family had come to the Cherokee Nation from Alabama by way of Arkansas. They farmed in the area of Porum and surrounding communities and raised nine children.
