Walter E. Smoyer was born in Butler, PA to Clara Mae (Winters) and William E. Smoyer. He was one of seven children born into the Smoyer family.

He attended Butler public schools and graduated from Slippery Rock College in 1932. He married Bertha Lillian Cain of Butler in 1933 and between them had one daughter, Donna Mae.

He began his Y.M.C.A. work in his home town as Boys Work Secretary following graduation from college. Before his death he served as General Secretary of the Washington, PA Young Men's Christian Association for 13 years. He came to Washington from a similar post with the Pottsville Y.M.C.A.

He was very active in civic and church affairs in the Washington area, and was known throughout the area for his Masonic work.

Other affiliations he was involved in were serving for many years as Chairman of the Finance Commission of First Methodist Church as well as Trustee and member of the Board of Stewards and Chairman of the Social Concerns Commission; a member of Lodge 22, F. and A.M. at Sunbury; and a member of the Washington Rotary Club.
