William Rufus Bumpers was the son of Rufus C. Bumpers and his first wife, Martha Valentine Bumpers, of Grover, Franklin County, Arkansas.

William was raised in the Methodist church. At the age of nineteen, he attended Methodist affiliated Hendrix College in Conway, Arkansas, where he played football.

He was the husband of Lattie Jones Bumpers. The couple married February 18, 1912 in Franklin County, Arkansas, where they initially established their home near the community of Cecil.

By 1920, William and Lattie moved to Charleston where William established himself as a hardware merchant and operated a store.

Lattie died March 22, 1949. William died five days later, March 27, 1949. They were laid to rest at Nixon Cemetery, in Franklin County, Arkansas.
