WILLIAM A. TULL was born 08 Jan 1838 in Illinois, probably in Edgar County, Illinois. He was the son of Rachael Ruth Center and her first husband, Aaron Tull. Little is known about William's father, since he died of tuberculosis only a few years after his marriage in 1835. At some point (before or after Aaron's death is unknown), the family moved from Illinois to Missouri.

In 1841 William's mother Rachael remarried, this time to Theophilus Powell, a circuit preacher for the Methodist Church. William gained 5 half-siblings through this marriage. The family travelled west on the Oregon Trail in the Great Wagon Train of 1845. The journey took 6 months, and in early 1846 the family settled in Marion County, Oregon (near present-day Silverton).

In 1861, William's stepfather Theophilus Powell died. His mother Rachael remarried a year later to a local widower, Jacob Roop. Three years after that, on 16 Feb 1865 in Clackamas County, Oregon, William married his wife, Frances Maria Roop, the daughter of his new stepfather from a previous marriage.

Unfortunately, William died only 17 months after his marriage, on 31 July 1866. The cause of death is unknown. He was buried in Rock Creek Cemetery, near Needy, Clackamas County, Oregon, USA. He left behind his young bride, Frances, and a baby daughter, Emily A. Tull. Frances remarried Oscar W. Sturges and had two more children. Emily married Elias or Elisha Killen in Oregon City in 1883.
