John was the second son of the Methodist circuit preacher and farmer Isaac Jamison Powell and his wife, Adelia Emily Collver. The family eventually settled in Wasco County, Oregon, farming in Dufur and Tygh Valley. On 31 December 1896 in Wapinitia, Wasco County, Oregon, John married his wife, Della Alice White, daughter of Homer White and Nancy Anna Powell (a different branch of Powells).
John and Della had a homestead up on Juniper Flat, near Wapinitia, and all of their 10 children were born there on the family farm. Della developed colon cancer, and died in 1927 in The Dalles, Wasco County, Oregon. John remarried a few times (although none of them were lengthy marriages), lost the homestead because of financial difficulties (some stemming from Della's medical bills), and eventually ended up in a nursing home in Portland, where he died on 07 Feb 1958. He was buried in Kelly Cemetery, next to Della, on 11 Feb 1958.
