Monroe served as a Flight Officer and Radar Observer on B-29 (#44-69881), 62nd Bomber Squadron, 39th Bomber Group, 20th Air Force, U.S. Army Air Force during World War II.

He resided in Bronx County, New York prior to the war.

He enlisted in the Army on March 12, 1943 in New York City, New York. He was noted, at the time of his enlistment, as being employed as a Mechanic and also as Single, with dependents.

Monroe's B-29 (#44-69881) collided with B-29 (#42-65373) while on a combat mission over Shizuoka, Japan.

Monroe was "Killed In Action" in this collision and was awarded the Air Medal and the Purple Heart.

He was originally interred in the USAF Cemetery, Jokohoma #1, Japan and was later repatriated here on March 8, 1949.
