Ralph Arthur "Jay" Farrow Jr., 78, of Ocean Park, Wash., died Jan. 8 at a Portland hospital.

Mr. Farrow was born Aug. 25, 1925, at Gibbon, on the Umatilla Indian Reservation, to Ralph and Beulah (Young) Farrow. His early years were spent developing a love for hunting and fishing with his father and grandfather.

Music played a big part in his life, as the Farrow family orchestra played at various dances and events.

He graduated from Long Creek High School in 1942 and attended Eastern Oregon College at La Grande for a year before joining the United States Navy. He served during World War II in the South Pacific 1943-46. After his military service, he returned to Eastern Oregon College, graduating in 1949 with a bachelor's degree in education.

He began his career as a teaching principal at Canyon City. In 1950, after earning his master's degree from Colorado State College, he served as an elementary school principal and assistant professor of education at Oregon College of Education in Monmouth. He received a doctorate in education from Stanford University in 1963 and returned to OCE as a professor of education. From 1970-81, he was an education consultant for the Northwest Regional Educational Laboratory at Portland. He was first based in Guam and worked in areas throughout Micronesia as a consultant for teacher and administrator training.

In 1971, he and his wife, Marsha, were married in Guam. Mr. Farrow then became director for the Northwest Regional Educational Laboratory in American Samoa.

He returned to Oregon in 1973 as a consultant for the Northwest Regional Educational Laboratory's Indian Reading and Language Program. From 1985-89, he directed federal programs for the American Samoa Department of Education.

In 1993, he retired to Ocean Park, Wash., where he enjoyed golf, hunting, and especially fishing, with his son and grandson in Maui. He spent winters in Arizona,

He returned to the work field for a short period in 1999 as director for federal programs for the American Samoa government .

Mr. Farrow was a member of the Confederated Tribes of the Umatilla Indian Reservation, Ashland Elks Club, Ocean Park Surfside Men's Golf Club and Fraternal Order of Eagles.

Mr. Farrow is survived by his wife, Marsha; son and daughter-in-law, Dan and Diane Farrow; stepson, Jason, and stepdaughter, Sarina Ferte; sister, Norma Welch; and grandchildren, Anna and Marlin.

He was preceded in death by a stepdaughter, Adrienne.

A graveside service with a Navy Honor Guard was held Jan. 16 at Willamette National Cemetery in Portland. Gateway Little Chapel of the Chimes in Portland was in charge of arrangements.
