Dr. Mann was the mayor of Oak Grove twice, 1913-14 and 1922-23.

Dr. A. W. Mann, one of the most beloved physicians and citizens who ever lived in Oak Grove, left the scene of his earthly life for his eternal home in Heaven Wednesday evening, July 18, 1934. Aged 82 years, 6 months and 4 days. He is survived by his wife, Mrs. Mary Anne Mann; his only daughter, Baxter; his son-in-law, Rev. Wesley C. Davis; his little grandson and namesake, Walter Davis; and his brother, J. W. Mann.
Abner Walter Mann was the son of George William Mann and Leanna Conard Mann, and the great grandson of John Compher, a soldier in the Continental Army of the Revolution. He was born near Lovettsville, Loudon County, Virginia, January 10, 1852. He was one of a family of four sons and two daughters.
In 1858 the family moved to Jackson County, Missouri. The father died soon after reaching the state, and the mother moved back to Virginia with her six children. There the mother, a saintly woman, reared her family and kept them close to her throughout the Civil War. As her boys grew older the mother saw in them the tendency to go into a new country, to the West, ans she wisely decided to go with them. In the spring of 1868 she sold her little farm and moved to Jackson County, Missouri, where she bought an unimproved farm north of Pink Hill. She had a house built and her boys farmed the land. She died in 1890.
Walter Mann joined the Methodist Episcopal Church, South, at Pink Hill at the age of seventeen. He attended school at Warrensburg and afterwards taught school near Blue Springs, at Elm Grove, at Pink Hill and at Sibley. He began the study of medicine. He attended Missouri Medical College at Washington University, St. Louis."
