He then worked as a teacher, economist and barrister, joining the Labour Party in 1923. He visited the Soviet Union in 1938, before spending the war years at the Board of Trade and the Ministry of Supply. He worked as assistant director in charge of the production of medical supplies. In 1964 he was made Joint Parliamentary Secretary of the Ministry of Land and National Resources. He made official visits to East Africa, India, the United States and the Soviet Union. He campaigned against the abolition of the London County Council in 1963, and was Member of Parliament for Hayes and Harlington from 1953 until his death.
