Joe was born in Gomel, Russia [now in Belarus] to the union of Aron Halperin and Sarah Markovitz. He was their only child. He arrived in America at the age of six months aboard the S.S. Olympic on September 5, 1923, arriving at the Port of New York, Ellis Island. He earned his Ph.D. from the University of Chicago. During World War II, he worked on the Manhattan Project in Oak Ridge, TN. He served in the U.S. Army in the Special Engineers Detachment and studied under Nobel laureate chemist Henry Taube. He married Sita Hamilton on April 13, 1951 in Chicago.

He was preceded in death by his parents, Aron and Sarah Halperin; his father-in-law, Earl Jefferson Hamilton, Ph.D. and his mother-in-law, Gladys Dallas Hamilton.

He was survived by his wife, Sita Halperin of Gainesville, FL; three daughters, Dr. Susan Bryant and her husband, Dr. David Bryant of Nashville, TN, Dr. Linda Halperin and her husband, Ron Manley of Salisbury, NC, and Dr. Rebecca Halperin and her husband, Al DiAngelo of Oak Ridge, TN; one son, Dan Halperin and his wife, Beverly of Fort Collins, CO; and nine grandchildren.
