Murder Victim of 1998 US Capitol shooting. Jacob was known to his friends as J.J. He was an 18 year veteran of the force and only months away from retirement. He lived in Fort Washington and had two children from his current marriage and three from a previous marriage. Jacob was a Vietnam Veteran serving in the Air Force for 20 years before he retired and joined the Capitol Police in 1980. He was an outstanding officer and was once nominated as Capitol Police Officer of the Year. He was active in the Tantallon Square Area Civic Association and kept a vegetable garden. He would practice his golf game on the front lawn. Jacob was the first African American to lie in honor in the United States Capitol. He was 58 years old.
