Nationally known evaluation engineer and former member of the Board of public Service under Mayor Rolla Wells. Born in Xenia, Ohio, Allison graduated from Harvard University with the degree of A.B. furthering his specialized education in mechanical and civil engineering largely by himself after graduation. For ten years he was the head of James E. Allison and Company, consulting engineers. His work of later years, that of evaluating public utilities for the Interstate Commerce Commission and state commissions, brought him into prominence throughout the United States. As consulting engineer he had been called in to serve also in the principal cites of Canada and Mexico.

His residence in St. Louis dated from the 1904 World's Fair when he was engaged in that enterprise as civil and mechanical engineer. Based on his reputation, he was later appointed to membership on the Board of Public Service under Mayor Wells and served in that capacity for some time during the early administration of Mayor Kiel.
