Author, Politician and Railroad Administrator. He was educated at St. John's college, Cambridge, England from 1827. He began his professional life as a lawyer in 1837 and then joined the civil service. He became an expert on railroads, and in 1842 was made secretary to the Railway Department. He made the London, Brighton and South Coast Railway successful when he was appointed managing director and chairman in 1848. He was elected as a member of parliament for the Liberal Party in 1852, and served for three further terms. When in government he served as Financial Secretary to the Treasury and Finance Minister of India. In later life he became a successful science writer, his books included "Modern Science and Modern Thought" (1895), Problems of the Future" (1889) and "Human Origins" (1892). He was noted for his clear writing style and optimistic view of progress.
