Cora May was the older of two children, but was raised as an only child because her younger sister, Jane Mary, died a few hours after birth. She was named after her maternal grandmother, Cora May Oakes Panagakos. She attended Horseheads Central High School in Chemung County, New York, where she was on the girl's basketball team - a remarkable accomplishment, because she was only 4 feet 9-3/4 inches tall.

Cora May worked as a seamstress and was employed by Little Miss Fashions and later by Empire Dress Company, both in Wilkes-Barre. She never married.
