Walter S. Parkin, rancher and cattleman, was born in Pennsylvania in 1856 to English parents. In 1880, he was living in Atwater Station, Portgage, Ohio with his wife, Lucy G. Whittlesey Parkin, whom he married around 1878. The 1880 census lists his occupation as "cattle dealer".

Walter and Lucy had 4 daughters, Margreta, Ruth, Helen P. and one son,Sydney E..

By 1900, Walter and his family were living in Standing Rock Indian Reservation, Morton, North Dakota, along with his older brother, Henry S. Parkin Henry was a member of the Territorial Legislature and later a state senator. He and wife, Alma Galpin Parkin, were owners & operators of the renowned Cannonball Ranch. Alma was the daughter of the famous female Sioux chief, "Eagle Woman That All Look At" aka Mathilda Galpin.
