William was the third of four children born to George and Elizabeth Ellen (Rannebarger) Snouffer. On March 10, 1851, in Frederick County, MD, he married Sarah Frances Baer, the daughter of Jacob and Mathilda Baer. Together they had nine children: Willard, Florence Ann, and Sarah Elizabeth (all three died as an infants in Maryland), William Henry, Jr., James Alfred, Lucy Ellen, Mary Eleanor, Robert Lee and George (who died as a child in Missouri).
