Richard signed the petition for the incorporation of the town of Dothan in 1885. The minutes of the town council reflect the purchase of two acres of land from "Dick Pilcher" for $75 for a town cemetery" on April 9, 1888. This became the Dothan City Cemetery.

UNCLE RICHARD PILCHER DEAD
"On Tuesday afternoon Uncle Richard Pilcher breathed his last. After a long and desperate struggle he succumbed. An old landmark and good citizen has gone. Mr. Pilcher moved to this place before there was any town and he and his good family have figured prominently in the building of Dothan. He had lived to a ripe old age and had made hosts of friends in Henry and Dale counties who join The Siftings in extending sympathy to the bereaved ones. His remains were interred with Masonic honors in the cemetery at this place yesterday afternoon."
