Mr. Boys was Streator's fifth mayor, serving from 1891-1893. As mayor, he "broke up public gambling and caused the sports to hide their gambling devices and keep them under cover during his administration" He got an ordinance through the council giving the mayor the power to revoke licenses, and he did revoke several saloon-keepers' licenses. In 1891 the law practice of Reeves & Boys was formed with attorney Walter Reeves. One can only assume Boys St. is named for him.
