Born and raised in Omaha, NE. Graduated from Omaha Central High School. Attended Lawrenceville Prep before attending Yale University where he was a member of Battery B of the Yale Batteries. In 1917 he was part of the U.S. Army Aviation Section of the Signal Corps. Transferred to France, he was killed while performing duties as a pilot.

Initially, he was mistakenly buried as Private Walter Heltman in Connelsville, Pennsylvania. On December 19, 1923 the situation was corrected when he was re-interred in his family's plot here at Forest Lawn Memorial Park after a funeral service held at the home of his mother Mrs. Bertha Y. Offutt. Mrs. Offutt worked for over four years with the War department as over 77000 records were searched to determine where the remains of Lt. Offutt were originally interred. The family dentist made the final identification of the body. The service at Forest Lawn was private, with representatives of the American Legion in attendance.
