The son of William & Susan Anderson, his compiled military service records several times list his birth location as York County, Pennsylvania, including his enlistment paper that Jacob signed in the clear hand of a literate man. The death certificates of several of his children, on the other hand, claim he was Virginia-born. In 1850, he was living with his family in Loyalsock Township, Lycoming County, Pennsylvania. He married Sarah Turner or Davis (both reported) and fathered William H. (b. @1855), Mary (b. @1857), Susannah (b. @1859), David R. (b. 10/01/63 - 1870 census lists him as 9 years of age; his death certificate disagrees), Albert (b. @1866), William (b. 06/15/72), Joseph (b. 02/06/75), Mary Bryant "Mamie" (b. @1876), and Emma (b. @1879). In 1860, he was a laborer living with his wife and children in Williamsport, Lycoming County, and stood 5' 6" tall with dark hair, dark eyes, and a dark complexion.

A Civil War veteran, he enlisted in Lewis Township, Lycoming County, February 27, 1864, mustered into federal service at Williamsport March 1 as a private with Co. I, 43rd U.S. Colored Troops, then promoted to corporal May 24, 1864, and to sergeant the following September 1. Along the way, the army deducted $6.19 from his pay to compensate for unspecified lost or damaged ordnance and another $.65 for a lost canteen. He honorably discharged with his company October 20, 1865, at Brownsville, Texas.
