US Congressman. Graduating from George Washington University in 1935, he was admitted to the bar that same year. In March of 1943 he joined the United States Navy as a lieutenant and served in the South Pacific during World war II. Leaving the Navy in 1946, he went on to serve in the Maryland State House of Delegates from 1947 to 1950, and in the State Senate in 1951 and 1952. He ran was elected as a Republican to the Eighty-third, Eighty-fourth, and Eighty-fifth Congresses, serving from January 3, 1953 until January 3, 1959. President Dwight Eisenhower appointed him to a 10-year term on the District of Columbia Court of General Sessions in 1959. President Richard Nixon appointed him to a second 10 year term in 1969.
