Rutha was the fifth of seven children born to David Dutcher and Mary Elizabeth (Hoodenpyle) Forest in Ozark County, Missouri. She first married John Wilson. They had a son, Frank, and a daughter, Martha "Mattie" Josephine, who married Everett Goff. John died and Rutha then married Jess H. Pepper in 1903 in Ft. Smith, Arkansas. She and Jess lived in Arkoma, Le Flore Co., Oklahoma for many years. Jess died there in 1942 and is buried in Ft. Smith. Rutha died at the age of 84 in Longview at the home of her daughter, Mrs Josephine Goff, after an extended illness.
