Blaine was born in Utica, NY, son of Harold and Helen Arthur Kelly. He received his education in Utica and was a graduate of Syracuse University. Before retiring, he was Chief of Supply at Griffiss Air Force Base in Rome, NY. He was a 30 year employee at the base.

Blaine served his country in World War ll and the Korean Conflict. He was an avid reader, was a member of the Knights of Columbus, William E Burke Council and supported the Utica Zoological Society and the Children's Museum.

Blaine married Mary Francis Lickiewicz Secord in 1951. They had two children, Karen Marie Kelly and Brian Toby Secord.
