Hannah was the sixth of seven children born to George Washington Snouffer and Mary Elizabeth Allnutt. On December 3, 1912 she married Preston Clayton Phillips and they settled in Washington, DC where he owned a furniture store. They had two daughters: Meta P. and Elsye Jewel, named for Hannah's sister.
