Son of Carpenter Reese Noel and his wife Jennette Lackey. Oliver enlisted in 1918 during World War I, and was also cited as having been a Captain in the Texas State Guard during World War II. Oliver was married several times, and had a number of children, including:

Kenneth was the son of 1st wife Letha Gertrude Henderson (divorced). He was born several months after Oliver enlisted. Oliver was shown in the 1920 census with his brother Wesley in Oklahoma.

Second wife Verna Helen White, married in Ottawa, Illinois in 1922, died 1931 in Jacksonville, Illinois. She was the mother of twins Donald and David Larry Noel, as well as Judson Floyd Doyle of her previous marriage. Her first husband, Floyd Wilson Doyle, died of typhoid 6 weeks before the birth of their son. Judson was listed as Oliver's "son" in the 1930 census. Later Texas newspaper accounts state that "Lt. Judson B. Noel", son of Oliver Noel, was shot down over Germany in March 1944, but later reported as having escaped to Switzerland. He was actually shot down over France, but did elude capture.

Oliver's third wife, and mother of Helen, Shirley, and William Reese Noel, was Mary Estelle Walker. It is not known what became of Mary yet. Illinois newspapers in 1936 stated she had a major surgery in Oklahoma, and that her children were staying with their Walker grandparents in White Hall, Illinois. She may have also been mentioned in a 1938 article there, but nothing else found.

The 1940 US census shows Oliver with his 4th wife, Minnie Mae (Dow) Noel. There does not appear to have been any children born to this marriage; those mentioned in her obituary were her step-children.
