Rufus C. Bumpass was born to Lydia Pritchett and Joel J. Bumpers in 1857, in Good Springs, Clarke County, Alabama. Rufus was their first born. His parents had married a year earlier, May 5, 1856, in the same county. His mother was the daughter of Mip Katherine McMillan and Seborn Pritchett. His father was the son of Robert N. Bumpers and Christian Ann Calhoun. All were living in Clark County at that time.

His father farmed to support the family. In the agricultural census of 1860, he was listed with the following assets: 30 improved and 210 unimproved acres of land valued at $600, farm implements valued at $10, 1 mule, 4 milch cows, 6 other cattle, 20 swine with the livestock being valued at $250, 75 bushels of corn, and 2 ginned cotton bales weighing 400 pounds each.

By 1861, the Civil War began. His father served some time with the Confederacy as a Corporal in Lewis' Battalion in the Alabama Cavalry.

By 1870, his maternal grandfather father, Seborn Pritchett, had passed away. The war had ended and more children had been added to Bumper's home. His father had added 25 sheep to their livestock and had 250 bushels of corn on hand.

In 1876, his uncle, Seborn J. Pritchett, was issued a 40 acre land grant for homesteading in Arkansas. By 1880, Seborn and other Pritchetts, including Lydia's mother (his grandmother), had moved and established homes in Arkansas.

Rufus and his family made the move to Arkansas in 1879. On March 27, 1882, Rufus married Martha Valentine in Franklin County, Arkansas where they made their home and started their family.

March 10, 1886, his mother's sister, Margaret C., who had married Robert Bumpers, received a land grant in her name for 40 acres in Franklin County, Arkansas.

October 17, 1888, his father, Joel J. Bumpers was issued a land grant for 80 acres in the same county. The document was issued through the Dardanelle Land Office and signed by U.S. President Grover Cleveland. One year later, 1889, Rufus C. Bumpers, was issued his own 80 acres in the same area. His land grant was signed by President James Buchannan.

In 1893, his maternal grandmother, Katherine McMillan Pritchett, passed. She was laid to rest at Cecil Cemetery, which would become the family cemetery.

By the 1900 census, seven children had been born from the marriage of Rufus and Martha Bumpers.

It is unknown when Martha passed, but after 1900. His father, Joel Bumpass, died in 1909. By 1910, Rufus remarried, this time to Mary Jane. The niece of his first wife had also joined the home.

OBITUARY: Funeral services for R.C. Bumpers, 82, who died at his home at Cecil, Sunday, after a long illness, was held at the Cecil Methodist church, Tuesday. Burial was in the Cecil Cemetery. Mr Bumpers, born in June 1857, Clark Co, Alabama came to this county in 1879. He a member of the Methodist church and Masonic Lodge. Survivors include his wife Phalby Berry Bumpers; five sons, G.L.Bumpers, Paris; Bill Bumpers, Charleston; Sam, Cecil; Leonard, Fort Smith; and Joel, Cecil, two daughter, Mrs. C.C. Hall, Cecil; and Mrs. J.H. Edwards; Pittsburg, Kan.; a brother, Rev. Carl Bumpers, McCrory, and a sister, Mrs. Richard Walden, Russellville.
