Mr. Cross was a member of a pioneer Illinois family, a family which was among the first group of settlers in Jersey County, having come from New Jersey. He was educated in the public schools of Jerseyville. He graduated from the University of Illinois, graduating with a law degree, and admitted to the bar in 1921. He served as representative in the General Assembly from the 38th district for 4 successive terms, beginning in 1932. In 1939 HW was elected speaker of the House of Representatives. In 1940 he was elected Lieutenant Governor of Illinois.
