Son of John and Anna (Kern) Fluck and Husband of Catherine (Huber) Fluck. The future generations modernized the names as follows: Fluck became Fluke and Huber became Hoover.

Casper and Catherine were living in Hilltown Twp. Bucks Co. PA in May 1787, when Casper's father Philip's farm was deeded over to his brother Christian. Casper, his brothers Ludwig, and John Jr., moved to Bedford Co. PA, after 1787. John Jr. settling in Hopewell Twp. and Casper and Ludwig settling at or near Saxton, Liberty Twp. Bedford Co. PA. According to his tombstone he was in the Revolutionary War.
