Born in Brookfield, Connecticut, to Czar, Sr., and Anna (Tousey) Starr. Her family were prominent, original settlers of Brookfield, and her father served for several years in the state assembly.
Married John Moore, Jr., of Milford, New York, at St. Paul's Episcopal Church in Brookfield on October 7, 1830. Together they had two children:
1. Robert Sayles Moore (b. December 22, 1833, near Lebanon, Ohio)
2. Cornelia Maria Moore (b. December 28, 1837, near Union Mills, Indiana)
She traveled west with her husband from Milford, where he was in the mercantile business, to Union Mills, where he and her father-in-law were frontier farmers. After his death, she would accompany her daughter and son-in-law west to Calmar, Iowa, where she died on April 24, 1870.
