Son of Henry Balding and Hannah Morrell.

Married first to Ann Elizabeth "Bettie" Booth (she died in 1871 at the age of 23) and second to Laura Isabelle Cunningham.

He was a drummer during the Civil War. Upon his return from the war, he owned and operated several newspapers in Arkansas from 1866 until about 1890, including: The White River Journal (DeValls Bluff), Lawrence County Journal Walnut Ridge), Newport Weekly Journal (Newport), The Magnet (Beebe), and The Des Arc Citizen (Des Arc). This last newspaper was originally published by his uncle, John Clement Morrill, and the printing of it was suspended during the Civil War. JH Balding revived the newspaper in 1866 before selling it to A C Matthews in 1867.

He was a charter member of the Arkansas Press Association, organized in Hot Springs, AR on 15 Oct 1873.
