Chief Scott Harr graduated from the University of Minnesota with a degree in social work, then joined the Edina Police Department as a dispatcher and later a patrol officer. He later worked as a police school liaison at Chaska Middle School, and then served as assistant director of public safety in Chanhassen before becoming the chief law enforcement officer there. He earned his law degree from William Mitchell College of Law in St. Paul and began teaching law enforcement and criminal justice at Normandale Community College in Bloomington. He later taught at Metropolitan State University before joining Concordia University.
