Thomas was probably born in New York. He is the son of Elijah Vincent and Abigail Bayeux. His father, Elijah served as a Loyalist in the Revolutionary War with Delancey's Refugee Corp.
During the 1851 census of Elgin Co, Ontario Canada, Thomas Vincent owned land on concession 19, North Gore Lot, 170 acres. His children are listed as H. Peter, Elijah, Jane and Lewis. One son, Basnet Vincent, was working as a sawyer for John Fairburn in a nearby family. Thomas Cummings Vincent wrote his will the 14th of January 1871; he wrote the will, a resident of Bayham Township, Elgin Co. Ont Canada, farmer, being "unwell in my body in consequence of a disease in my left foot and leg, but being of sound and perfect mind." He gave his farm, lots 19 and 20 in North Gore, Bayham Township to his wife Chloe.
