Penelope came to Texas in 1840 with the large family of her father, John Wheeler. Her mother, Martha had died in Madisonville, Mississippi in 1836. They first lived in Matagorda County, then moved to San Antonio in the late 1840s. Penelope married Benjamin Thomas in 1848. They lived for a while in the area of Uvalde, Texas before settling in southeastern Bexar County. Their eight children were Benjamin Franklin, Laura Jane, Mary Ann, Penelope Ann, Almeda Ruth, Sophronia Eleanor, Ada Alice, and Lily. In the 1850s and 1860s, William, a son by Benjamin's earlier marriage, also lived with them.
