Archer was born of Welsh descent.

He was the husband of Caroline L. Owens.

He captained several ships with the U.S. Navy during the Civil War and was part of the blockade of the Confederate coast.

While captain of the USS Clyde, Archer captured the confederate blockade-runner Amaranth, off Key West, Fl. in 1863.

After the war he served in the Lighthouse Fleet for most of the rest of his life.

He spent the last years of his life living at 227 North Broom Street which is where he passed away.
