Hulse was the youngest of the seven children born to Milledge Woodard and his wife, Priscilla Stone. He grew to manhood in the Woodard Settlement which was named for his grandfather according to The History of Ware County.

He shares a stone with Cecile Fern Ake Woodward as he shared a life. Cecile and Hulse married on 5 December 1914 a few years after her family moved from Indiana to southern Georgia.

Cecile and Hulse raised their children, Winton and Evelyn, on the family farm. Hulse's father, lived with the couple until his death at age 94. In 1939, At the age of 93, Milledge Woodard earned cash wages working on the farm.

Hulse and Cecile were regular attendees at the Ake family reunions in Jacksonville, Florida, giving their grandchildren's generation a chance to know the tall, lanky Georgian and the petite, genial Hoosier.
