The Servant of God, Brother Baskal Farrugia OFM. Cap., was born in Żebbuġ, Gozo, on Wednesday, February 10, 1869, to Giuseppe Farrugia and Rosa Spiteri, as the fourth of thirteen children. He received the names of Saviour, Michael, and Joseph on his baptism, which was presided by the late Reverend Bartholomew Busuttil.

Salvu joined the Order of the Franciscan Friars Minor Capuchins as a lay brother, and received his habit and the religious name of Fra Baskal da Żebbuġ, at the age of 21, on December 24, 1890, from Friar Giuseppe Maria of Vittoriosa, at the Church of Our Lady of Graces in Victoria.

Throughout his life, Br. Baskal lived in deep austerity, penance and humbleness. For years he served as sacristan of the named church and the obedience of questuant, traveling always on foot across Gozo, asking and begging for food for his community. He was known for his great devotion to the Most Holy Sacrament, passing long hours during the night in genuflection, praying in front of the Eucharist, and for his love to the poor. Not once he distributed his own food and clothes to those who sought charity at the Capuchin Convent of Victoria, where Farrugia lived for most of his life.

Brother Baskal died in odour of sanctity on Tuesday, May 18, 1937, aged 68, only 21 days after his younger brother, Br. Dominic Farrugia, of the same Order of the Capuchin Fathers. Hundreds of people attended his wake and funeral Mass, which was followed by interment in the crypt of the Church of Our Lady of Graces, in vault No.1.c.

Following his death, his vault kept being visited by numerous faithful, asking for his intercession. Several miraculous events where also reported. On April 6, 1953, in the presence amongst others, of Monsignor Giuseppe Pace, Former Bishop of the Diocese of Gozo, Friar Pietro Mamo OFM. Cap., then Minister Provincial of the Maltese Capuchin Province, the Hon. Edgar Montanaro, then Commissioner for Gozo, and Dr. Anton Tabone, then Principal of the Gozitan Central Hospital, the remains of the Servant of God were exhumed and found incorrupt, although they had been buried for sixteen years inside a humid vault. They were later placed inside a wooden urn in the same crypt of the Capuchin Friars for the veneration of the faithful.
